首先阐述了我国外汇市场从无到有的发展历程 ,从中可以看出我国外汇市场是随着外汇管理体制改革的不断深化而逐步形成的 ;其次分析了现阶段我国外汇市场与成熟的外汇市场相比存在的缺陷 ,指出这些缺陷的存在很大程度上是由我国目前的经济体制、金融体制以及外汇管理体制改革的状况所决定的。

【国家外汇管理体制】一国对外汇的收支、结算、买卖和使用等所采取的管理制度。中国的外汇管理体制，自中华人民共和国成立以来，根据国情和国家经济建设的需要，以及对外贸易的发展，几经变革，1994年1月1日出台的外汇体制改革是过去改革的进步一完善:实现人民币外汇牌价与外汇调剂市场汇率并轨，实行单一的、有管理的浮动汇率制;实行外汇指定银行结汇制和售汇制;以人民币为境内唯一合法的流通货币，禁止外币在境内计价结算和流通;取消对外汇的计划审批，实现国家主要运用经济、法律手段对外汇和国际收支的宏观调控。
