The paper use Fushun,Fuxin two resource-exhausted cities and towns in Liaoning Province as the representatives,learn from the theory of research and experience in urban construction of Western countries for such towns,analysis of the root causes of social problems of China\'s resource-exhausted cities and towns,in order to find out the solutions to such problems.
