本文在查阅大量国内外资料以及实地调研的基础上，分析了陕西省的自然地理环境、经济发展概况以及陕西省公路交通发展情况，对陕西省公路网合理规模、公路线形标准和路基路面技术指标等方面进行了深入研究，在统计分析西部地区乃至全国的公路建设规模与人口、经济发展状况的基础上，采用具体的需求函数模型对陕西省公路建设规模进行预测，建立了公路最佳经济规模模型，并据此测算出未来50年全国、西部以及陕西的公路网合理规模，为陕西省公路发展方向提供决策依据。
