城市中基础设施和地面建筑物（构筑物）已经建成的地区，一般指城市建筑连接成片的市区。划定城市建成区的范围，应考虑自然地形、地貌、基层行政单位管辖界线等因素，以及城市各项用地的完整性，并尽可能同人口统计的范围相一致。有些城市近郊已建设的分散地段，虽然未同市区连成一片，但同市区联系十分密切或相当密切，已形成城市不可分割的组成部分，也视作城市建成区。
城市是不断发展的，城市建成区的范围也就不断扩大。划定城市建成区是为了反映一定阶段城市建设用地的规模、形态和实际使用情况,为分析研究用地现状,合理利用建成区用地和筹划城市建设发展用地提供基础。运用"建成区"这个概念，可使城市建设用地的统计有统一的口径，以便在城市之间进行比较，并为制定城市规划的用地指标提供依据。
