   为了保障保护对象的安全,对将超过保证水位或流量将超过安全泄量时的超额洪水有计划地分泄。可兴建分洪工程,把超额洪水分泄于湖泊、洼地,或分注于其他河流,或直泄入海,或绕过保护区在下游仍返回原河道。分洪是牺牲局部,保存全局的措施。分洪工程一般由进洪设施、分洪道、蓄洪区、避洪设施和泄洪排水设施等部分组成。进洪设施可分为控制(闸)、半控制(溢流堰)和无控制(扒口 )3 类,视河流水文、地形特性及技术经济分析而定。蓄洪区平时多具垦殖之利。有的分洪道则兼有航运和排涝之用。
