1.新建目录(例如c:\outline) ，在c:\outline目录中建startup和application子目录
2.新建环境变量UGII_USER_DIR=c:\outline
3.解压全部文件到c:\outline\startup目录中
4.运行ug,File->Execute UG/Open->User Function...打开ug_outline.dll
