经济学家认为，国内进口品消费者的利益会由于关税的课征而受到损害，关税因而具有强制干预消费者选择自由并降低他们福利函数的负经济效应。发展中国家的民族工业由于发展较晚，费用较高，国外商品如果不加关税直接进口会对本民族的工业带来强大的冲击，有时甚至是毁灭性的。因此，发展中国家政府就对一些进口产品提高关税。然而这对消费者是非常不公平的，因为他们为了本民族的利益牺牲了他们实际应得的好处。
