根据国家发展和改革委员会的调查，目前我国共有煤炭、森工、石油等各类资源型城市118个，占全国城市总数的18。总人口1.54亿人。矿山8000多座，其中400多座资源枯竭；2/3已进入中老年期，正在进入资源枯竭的进程。资源型城市的经济转型、社会稳定与可持续发展成为一项十分紧迫的课题。对此，《中共中央国务院关于实施东北地区等老工业基地振兴战略的若干意见》提出，研究建立资源开发补偿机制和衰退产业援助机制，促进资源型城市经济转型和可持续发展。2005年年初，温家宝总理在政府工作报告中强调，完善资源开发利用补偿机制和生态环境恢复补偿机制，研究建立衰退产业援助机制，促进资源型城市经济转型。目前，辽宁省阜新是国家首个确定的资源枯竭型城市转型试点市。
