船伯建造保险财产保险的一种。是以建造中的各类船舶或水上浮动物体为保险标的的保险。它包括火灾及其他灾害事故保险、船舶保险、工程保险，以及保障与赔偿责任险的有关风险在内，是一个具有一揽子性质的险种。这种保险的被保险人往往为建造方的造船厂或承包商，故国际上通常称做建造人风险保险。其责任范围是:保险船舶(包括在保险价值内的建造该船所需的一切材料、机械和设备)在船厂建造、试航和交船过程中，船厂范围内装卸、运输、保管、安装中，以及船舶下水、进出坞、停靠码头过程中，承保下列风险责任和费用:①自然灾害或意外事故。②工人、技术人员、船长、船员及引水员的过失。③船壳和设备机体的潜在缺陷。④因船台、支架和其他类似设备的损坏或发生故障。⑤保险船舶任何部分因设计错误而引起的损失。⑥在保险船舶下水失败后为重新下水所产生的费用。⑦为确定保险责任范围内损失所支付的合理费用，以及对船舶搁浅后为检查船底而支付的费用。还应承担:共同海损牺牲和分摊;救助费用;发生碰撞事故后，保险船舶对被碰撞船舶及其所载货物、浮动物体、船坞、码头或其他固定建筑物损失和因此而丧失使用的损失以及依法应负的救助费用、共同海损和救助费用赔偿责任，但以保险船舶的保险金额为限保险船舶遭受责任范围内的损失事故后引起的清除保险船舶残骸的费用，对第三者人身伤亡赔偿责任以保险船舶的保险金额为限。在发生碰撞或其他事故后.被保险人征得保险人同意后.为争取限制赔偿责任所支付的诉讼费用等
