自二次大战以来，瑞典皇家海军即维持着一批小型却极具战力的潜艇部队，这些潜艇皆由位于卡尔斯克罗那的瑞典皇家造船厂及马耳摩的柯库造船厂建造。1961至62年间建造的龙级是具有传统外形的最后一种潜艇，之后在1967年下水的海蛇级开始具备了较现代化的外形，短胖而圆的舰体，并且撤除了早期潜艇露天甲板的设置。5艘海蛇级之后是3艘海妖级潜艇，而瓦斯特哥特兰级则是海妖级的改良型，将用以取代老旧的龙级。
瓦斯特哥特兰级的设计合约由柯库造船厂在1978年4月获得，并于1981年开始建造。柯库造船厂负责舰底部分，而舰首及舰尾则在卡尔斯克罗那建造，最后之组装工作亦在该地进行。此级潜艇为单壳设计，并采用ｘ型方向舵/ 水平垂直控制面构造，瑞典海军首次引进这种水平的垂直控制面的形式，并开始重视其优秀的操控能力，更进一步地，这种构造可使潜艇在极浅的波罗的海海域坐底而不受损。正如一些先前的潜艇一般，瓦斯特哥特兰级的设计亦以能达空间的经济性为重点，因为在狭小的波罗的海中是极适合小型潜艇操作的。
