In this article, the author makes analysis on the status quo and causes of the "Black Gold" Politics in Tai Wan, the status quo of the public works process as an important way of the "Black Gold" Politics capital reclaim system, and the reasons for enabling the "Black Gold" to get involved in the public works.

Apart from its inherent fundamental factors,new problems cropped up in 2005 causing economic declines in Taiwan,such as the decline of competitiveness in the manufacturing sector leading to a decrease of favorable balance of trade,the exercise of money-power politics which seriously eroded the organic mechanism of econ.

Under the democracy system of capitalism competitive representative system,there are two modes of the sources of political funds: the national supplies and the parties or politicians\' raising money by themselves,the two modes can not be guaranteed the so-called "fairness".
