| 新闻检查制度 censorship 国家对报纸、杂志、电影、电视、广播电台等新闻传播物所进行的检查。新闻检查的目的有：①政治目的，维护现政权、现行政治制度；②道德目的，维护社会公德、公序良俗；③国家安全目的，确保国防安全，防止国家机密（特别是军事机密）的泄漏。战争期间，为了防止国家军事机密泄漏，通常对新闻、电讯严加检查。 各国宪法大多规定了新闻自由和出版自由。同时为了防止滥用新闻自由，各国又不同程度地规定了新闻检查制度 ，并从法律上规定了新闻检查的方式、程序、范围和标准，防止新闻检查的随意性和检查官的武断。新闻检查分为预防制与追惩制两种。预防制，又称事先审查。指新闻须经国家新闻检查机关批准后方可传播。追惩制，又称事后检查。指新闻传播前无须检查，事后若发现有违法行为，再追究其法律责任。 |
