The paper deduces the functionary mechanism of autonomous consume to economic growth,esti- mates the MPC and the Marginal Rate of Tax in Hainan rovince,on the base of that,it is explained using statistic data that the rapid economic growth was caused by excessive investment in the initial stages after Hainan province was founded.
