| 统销 state monopoly for marketing 国家对关系国计民生的重要而又供不应求的商品实行的，由指定的商业部门对需要的单位和个人按计划进行统一分配、定量供应的政策和制度。又称计划供应。商品销售的形式之一。对统销的商品由国家指定专营商业部门经营，其他单位和个人不得经营。受国家委托并指定经营统销商品的商业部门，必须按国家规定的商品品种、数量、质量和价格，对需用单位和城乡居民进行计划安排或定量供应。它与统购相结合 ，称为统购统销。中国于1953年11月最先对粮食实行统销，以后陆续对食油、棉花、棉纱、棉布实行统销。在中华人民共和国建立初期开始大规模经济建设以后，粮食、食油、棉花、棉布等关系国计民生十分重大的商品常供不应求，统销政策对保证经济建设顺利进行，满足城乡人民基本生活需要，稳定市场物价，打击投机倒把，具有一定积极作用。但统销政策也抑制了社会需求，割断了农民与市场的联系，对商品经济的发展不利。自改革开放以后，中国注意发挥市场机制的作用，放宽了对统销商品的政策，随着生产的发展和商品供应量的增加，逐步缩小了统销商品的范围，直至全部取消。 |
