资本外逃是资本流出中“非正常的”那一部分，其中既包括规模未被政府准确掌握着的资本流出部分，如出口低报和走私等；也包括渠道未被政府准确掌握着的资本流出部分，如资本项下的资本混入经常项下流了出去等。由此我们不难看出，资本外逃具有极强的违规性与隐蔽性，因此其规模很难被准确衡量。
