中华人民共和国颁布的第一个关于实行民族区域自治的法规。1952年2月政务院第125次会议通过，1952年8月8日中央人民政府第18次会议批准。纲要规定：各民族自治区统为中华人民共和国领土的不可分离的一部分，各民族自治地方的自治机关统为中央人民政府统一领导下的一级地方政权；各民族自治地方区域界线的划定和调整,行政地位和名称的确定,均由各有关的直接上级人民政府与各有关的民族代表协商拟定；各民族自治地方的人民政府机关，应以实行区域自治的民族人员为主要成分组成。纲要还规定了自治机关的各项自治权利，同时指出上级人民政府应尊重民族自治地方的自治权，并促其实现； 应帮助各民族自治地方发展其政治、 经济、文化、教育和卫生事业。《中华人民共和国民族区域自治实施纲要》 的制定和施行， 促进和推动了全国实行民族区域自治的工作。这个纲要的主要内容，都载入了1954年 9月第一届全国人民代表大会通过的第一部《中华人民共和国宪法》（民族政策部分）。
