1 iceng fQI位tuwu gongzuo基层法律服务工作(zegaz、erviee。f由egrass一r00ts units)中国人民解放军在师以下部队中开展的群众性法律咨询和经常性法制教育活动。部队基层政治工作和军队政法工作的一项内容。按照《中国人民解放军政治工作条例》的有关规定，部队基层法律服务工作由各级政治机关领导和管理，旅、团级单位政治部、处具体负责。1989年2月27日，中央军事委员会批转的中国人民解放军总政治部《关于加强军队政法工作的意见》，规定师以下部队设立法律咨询站(组)。1993年3月17日，中华人民共和国司法部、总政治部发出《关于军队法律服务工作有关问题的通知》，规定师以下单位法律咨询站(组)是部队基层法律服务组织，主要任务是开展法律咨询活动，帮助官兵处理一般涉法事务，配合有关部门搞好法制教育等。法律咨询站(组)的设立，由师以下单位政治机关决定，报上级政治机关备案。部队法律咨询员应当具备以下条件:政治思想好，法纪观念强;作风正派，办事公道;热爱法律服务工作，具有一定的法律专业知识和处理法律事务的能力。 1992年9月，军队司法行政工作归口政治机关统一管理后，在总政治部领导和部队各级党委、首长的重视下，各级主管部门始终把部队基层作为工作重点，使基层法律服务工作有了很大发展。截至1995年1月，全军基层法律咨询站(组)有15 928个，有法律咨询员49 489名，许多单位达到了师、团有法律咨询站，营有法律咨询组，连有法律咨询员的要求。部队基层法律服务人员，按照“围绕中心，注重结合，发动群众，坚持经常”的要求，贯彻依法从严治军的方针，积极开展法律服务工作，对维护部队和官兵的合法权益，促进基层全面建设，预防事故和案件等发挥了积极的作用。 (谢丹)
