保护就业论主张通过增征进口关税压抑进口需求，促使国内闲置生产要素投入进口竞争产业部门，以增加就业量的理论。 该理论认为，增征关税可以减少进口，增加国内有效需求，刺激国内生产增加，从而提供较多的就业机会，并通过乘数作用使本国就业、生产和国民收人进一步扩大。这是实行支出转换政策或需求转换政策的结果。它是建立在进口是支出流量中的“漏危量”这一凯恩斯经济学命题之上的。同时，以外国不进行报复为前提条件。这是一种以邻为壑的政策，在增加了本国就业的同时，也向别国输出了失业。因此，这种政策往往招致别国的反对。
