本文从采油工程基本理论出发，对采油工程中长期规划辅助决策进行了综述；对采油工程增产增注措施进行了分类讨论，对措施增油量计算方法进行了修正，结合大庆油田实际生产数据进行了措施潜力分析；在深入研究灰色预测理论和灰色预测模型基础上，采用改进的灰色预测模型—新陈代谢GM(1，1)模型，对大庆油田措施产量为主的数据进行了历史数据拟合和预测计算；建立了增产、增注以及降水措施的投入-效益模型和措施结构优化模型；对采油工程规划方案综合决策理论方法和模式进行了讨论，对增产措施费用及经济效益进行了分析；使用编制的采油工程中长期规划软件求解和计算出规划结果，通过与实际生产数据对比，该方法切实可行，取得满意的效果。
