| 配给制 ration system 社会主义国家在战时条件下实行的一种经济体制。一切经济活动，包括整个国民经济的决策，企业的产供销等日常经济活动决策，以及家庭和个人的经济活动如职业的选择、消费品的购买及选择等方面的决策，都集中于国家手中。配给制体制中的经济运行主要靠行政命令推动。 主要特点有：①生产资料所有制结构不存在多样化形式，而是单一的国有化。大型工业企业、中小企业等一律由国家实行严格监督。②消费品分配，实行配给，其中一部分免费供应，禁止私人贸易。食品部门实行生产和分配的全面集中制；体力劳动与脑力劳动，简单劳动与复杂劳动之间不存在分配差别，在生活条件和报酬上人与人之间一律平均。③资源分配，中央对国民经济实行高度的集中管理，对工矿企业采用实物配给，生产资料无偿供应，产品直接上交，由中央直接分配；粮食由中央垄断。配给制的突出特点是平均主义，排斥商品货币关系。 苏联在战时共产主义时期曾采用过配给制，把整个社会经济的发展纳入战争轨道；中国在1949年以前的战争时期，也曾在解放区的一部分人员中实行过配给制。配给制在特定的历史条件下，对最大限度地动员社会资源、赢得战争的胜利具有重要作用。 |
