| 船舶交通管理系统 vessel trafficmanagement system 在一定水域内用以保证航行船舶安全和效率的管理系统。英文缩写为VTMS。作为船舶交通管理内容最早出现的应为助航的标志，早在公元前就已应用。进入场20世纪，船舶交通管理系统已逐步实现了现代化。1948年英国利物浦港首次使用了港口雷达和无线电话引导船舶雾中进港。60年代后，世界许多大港在港区与航道中普遍设置了雷达系统。70年代船舶交通管理系统已发展到国际航道和沿海水域。世界已有150多个不同规模的船舶交通管理系统。
船舶交通管理系统的内容、系统的规模和设备根据当地的具体条件很不相同。手段较齐全的船舶交通管理系统一般有6方面设施：系统中心管理部门，用于集中控制各种设备和处理所有收到的信息，向船舶航行等；通信设施，主要设有船岸甚高频无线电话，以及传真设备、灯火信号、广播等；雷达电视监视系统，掌握船舶动态报告系统，在港口管辖水域及其周围设有若干报告点，向系统中心管理部门报告行经该点的船舶情况，与雷达系统起到相互补充作用；助航设施，包括各种类型的航标、雷达、信标、无线电定位系统等；各种功能的船舶，如检查、巡逻、护送、拖带等功能的船舶，也有的配置航空工具。 |
