The work secret is the item that all levels of state organization produces in its official activity and the internal management but that does not belong to the national secret but also not the suitable foreign public item.
工作秘密就是各级国家机关在其公务活动和内部管理中产生的不属于国家秘密而又不宜对外公开的事项,工作秘密范围的不确定性和随意性导致了政府信息公开与保密的界限不清,进行政府信息公开立法就必须对我国的工作秘密进行严格界定与限制。

补充资料：大中华百合影片公司
中国早期私营电影摄制机构。1925年 6月由大中华影片公司和百合影片公司合并而成。大中华于1924年 1月由冯镇欧投资成立，主要创作人员大都是受过西方资产阶级教育的知识分子,曾拍过两部影片,有模仿西方电影的创作倾向。百合是吴性栽投资创立的，曾拍摄四部宣扬封建道德、由"鸳鸯蝴蝶派"小说改编的影片。两公司合并为大中华百合公司后，形成了上述两种创作倾向的混合。创作了《透明的上海》、《马介甫》、《呆中福》等影片。1928年起以拍摄神怪武侠片为主，1929年底停止制片。1930年8月，并入联华影业公司。
