它是一种测量热力学温度的基准温度计。带电载流子的无规则布朗运动，在热平衡的电阻两端产生涨落的电动势，称为热激发的噪声，该噪声电压〈Vn2〉当`kT\gt\gthv`时可表示为

其中k为玻尔兹曼常数，Δv为该涨落电压的频带宽度。通常在低温下〈Vn2〉很小，一般放大器的输入噪声大于〈Vn2〉且是可变的，影响了测量。但SQUID问世后，这一测量已成为可能，约瑟夫森结辐射的频率与通过结的电压有关，电压涨落将影响结输出的微波频率，只要通过频率的测量就可决定〈Vn2〉，而频率的测量精度是非常高的，这决定了噪声温度计可以精确地测定热力学温度T。
