用于防御波浪以使港口水面平稳的水工建筑物。对于保护港池岸线不受冲蚀、防止港池淤积也有一定作用。防波堤的建设会改变原海岸线的动力平衡，在进行防波堤平面布置和口门选择时，要尽可能减少港池内的回淤，要力求使口门朝向与风浪、流的方向交角最小，要保证船舶方便进出港池并使船舶在港内停泊平稳和作业安全。在平面布置中，防波堤有时须建成与岸相接的环抱形式，有时则要求离岸布置、与岸平行布置或成某一角度，主要要根据水文、气象等条件确定。

 斜坡式防波堤

防波堤按断面形式可分为斜坡式、直立式和混合式3种。结构型式的选择决定于水深、波浪、潮差和地质条件，以及当地建筑材料情况和施工条件等因素。斜坡式防波堤是由块石和各种形状的混凝土块体抛筑而成，适用于水深较小和地基土质较差的堤址处采用；直立式防波堤用混凝土方块或沉箱砌筑，适用于水深较大，地基土质较好的堤址采用；混合式防波堤的下部为抛石斜坡结构，其上部为直立墙。斜坡式防波堤外层防护块体通常是由混凝土预制，其形状有数十种，常用的形状有扭工字块体和四角锥块体。
