This paper analyzes and summarizes the causes of oil and gas storage and transmission facilities from the human factors,combining with the knowledge of psychology.

The technical measures & management to prevent oil spill accidents and to minimize the impacts,such as improving the safety level for offshore oil facilities,establishing the safety management system with perfect management and maintenance,consummating the emergency response plan & organizing system,spill oil trajectory modeling,and treatment techniques are described.
