| 元老院 Senate 古代罗马政府机构中历史最悠久的组成单位 。公元前6世纪，元老院议员(约有300名)由罗马国王委任，并随时向国王提供咨询。到公元前5世纪末，庶民首次担任长官职务后，开始进入元老院。公元前4～前3世纪在连绵不断的战争时期，元老院对外交政策施加影响的力量增大了。在共和国最后两个世纪（前2～前1世纪），通过一系列未成文的规定，元老院在外交政策、立法、财政、宗教等方面起着至关重要的作用。它还有权给长官们分派任务，延长他们的任职期，指定设立元老院委员会以协助长官管理被征服的土地，以及根据人民的战争与和平的正式特权指导外交关系。在共和国最后几十年里，由于军事领袖崛起、由于元老院本身唯利是图、由于它的改革受阻以及它的重要成员的排外主义，元老院的威望和权力下降。后来G.J.凯撒把元老院议员的人数增加到900名。公元前27年罗马第一位皇帝 G.屋大维恢复元老院的威望，并把它视为统治帝国的正式的合作者。长官、主法官和法官的选举由公民议会负责转到元老院。然而，皇帝对选举起很大的作用，并随意委任元老院议员。元老院恢复它作为统治者咨询机构的本来面貌。580年，罗马元老院终归取消。 |
