财政制度自动稳定器：亦称内在稳定器，是指财政制度本身存在的一种会降低经济的波动幅度的机制。西方财政制度的自动稳定功能是通过财政收入、支出两方面发挥作用的。从财政收入方面来看，当经济衰退时，国民收入水平下降，个人收入减少，相应地政府税收会自动减少，税收减少导致总需求增加，因而将会促使经济回升；反之，当经济过热时，失业率下降，收入增加，税收会随个人收入增加而自动增加，从而起到抑制经济繁荣的作用。从财政支出方面来看，政府支出中的转移支付也具有自发稳定作用。
