刊举上限有两种解释。第一种解释是把利率上限作为一种货币政策，它是指由政府规定商业银行对定期存款所支付的最高利息率，其目的在于使存款更多地转向债券和短期存款，从而中央银行更容易加以控制和调节。在现实社会中，也有对贷款规定利率上限的，一般是对某些特殊行业如公益性事业规定利率上限。一些带有公益性的事业，由于利润率低，若贷款利率高，便没有私人投资该行业。为了鼓励私人投资利润率低的公益事业，政府规定一个贷款利率上限，以保证私人投资者有一定的利润。由此看来，利率上限是一种特殊的货币政策。第二种解释是把利率上限规定为整个社会的平均利润率。这个利率上限不是由政府规定的，而是经济运行过程中自发形成的。平均利润率是利率的上限。因为，如果利率超过平均利润率，那么借款者无利可图，便不可能向银行借款。
