Whether administrative adjudication system is developed or not in a country mainly depends on the following factors:law occupation or strict rule doctrine tradition,inquisitorial or adversary civil trial mode,distinguishing or indiscriminating private law and public law,many or few special courts and external influences.

The establishment of special law schools paves the way for ROK′s new legal education.

The system can be bettered through all-times service,special mailing for court,shortening the deadline of notice,pronouncing judgement by court or regularly and extending the way of service to phones,faxes,messages,e-mails and e-notices.
