以全面清查土壤资源合理利用和改良土壤为目的，由专业队伍指导群众进行的土壤调查。是在全国或地区范围内，有统一组织领导，按统一调查规程，由下而上逐级实施土壤调查、制图，编制汇总土壤资料和成果验收的过程。中国分别于1958年-1960年、1979年-1985年两次开展全国土壤普查。调查工作一般以乡为单位，以村为基础，逐丘逐块进行。调查成果自下而上逐级汇总。各级成果有土壤图、土壤养分图、土壤改良利用分区图、土壤利用现状图及其他图件。
