The reconstruction of local administrative divisions and relations between levels of government has been an important content of construction of modern state institutions in China since the 20th century, which concerns the nation\'s political stability and social and economic sustainable development in regions.

The basic procedures of administrative plan legislation include regulating the administrative plan process in the administrative procedure code,establishing the comprehensive administrative plan code,and decentralizing the regulation model.

A well-made administrative plan is characterized by reasonableness,foresightedness,and availability to the protection of the public interests and the benefit of the administrative relative person.

If we want to eradicate the misunderstanding that administrative planning is inevitably disadvantageous to citizen s private property rights,we should study the space that the principle of modern private property rights and the theory of compensation can apply to.

So far as the methods of legal control of administrative planning are concerned, procedural rules other than substantive ones are preferred due to its own characteristics.

The administrative planning has an important function in the area of administration.

District council, which was established by British colonial government in Hong Kong in the reform of "local administration" at the beginning of 1980s, is still acting as the governmental and political structure for council system in HKSAR.

My thesis focus on the localadministration’s executive agencies; the employment of the local officers as well as therelationship between the central government and the local government, in order to explorethe character of the local administration and its changing tendenc.
