| 邦联 confederation 复合制国家结构的一种形式，是两个以上的主权国家为了某种共同利益（如经济、军事利益等）而组成的国家联盟。邦联的各成员国对内、对外享有全部主权，各成员国经过平等协商把各自的一部分权力委托给邦联机构。邦联机构是协商性的，它所作出的决议只有经过各成员国认可才有约束力，并通过各成员国政权才能对其公民发生效力。各成员国可以自由退出邦联。邦联没有统一的中央政权，没有统一的宪法与法律体系，各成员国的公民也没有统一的邦联国籍。由于邦联较强调各成员国的独立和主权，因而严格地讲，邦联还不是真正意义上的国家，只是一种比较松散的国家联盟。随着各成员国政治、经济联系的加强，邦联有可能发展成为联邦制国家，如美国、瑞士就是由邦联转变为联邦制的。世界上比较典型的邦联是1982年塞内加尔和冈比亚结成的塞内冈比亚邦联。1958年成立的欧洲共同体也可以说是一个邦联或者同邦联相似的国家联盟。 |
