Through the study on the concept of weapons of mass destruction(WMD) and its political significance, this article pays more attention to the Middle East arms race, especially the nuclear factor in the regional security.

GuQnyu BukuosQn DQguimo Huimie-xing Wuqi de Linshi Zhunze《关于不扩散大规模毁灭性武器的临时准则)}(尸rovisionaz肠rm，Governing刀口n一Proliferation ofw七aPons ofMass De-struCtion)出席华盛顿中东军备控制问题会议的中国、法国、俄国、英国和美国代表于1992年5月29日签署。准则包括序言和10条正文。主要内容是，五国承诺遵守下列准则并就这些准则进行磋商:①不直接或间接地支持非核国家开发、获取、制造、试验、贮存或部署核武器;向非核武器国家出口任何核原料、核设备或核设施都要立即通知国际原子能机构，并使之置于该机构的保证条款之下;限制敏感的核设施、技术及可用于制造武器的原料的转让，不出口能够用于制造可用在核武器上的材料的设备、原料、劳务或技术。②不直接或间接支援任何接受国研制、获取、制造、试验、贮存或部署化学武器，不出口能够用于制造化学武器的设备、原料、劳务或技术。③严格遵守关于禁止研制、生产、贮存及销售细菌(生物)和有毒武器的公约条款，不出口能够用于制造生物武器的设备、原料、劳务或技术。华盛顿中东军控问题会议是五国继1991年7月巴黎会议、10月伦敦会议之后举行的第3次会议。会议达成的上述准则对限制大规模毁灭性武器扩散有一定积极作用。(王洪钧)
