《奥运争光计划纲要》
《奥运争光计划纲要》1995年7月6日由国家体委发布。《纲要》对中国竞技体育1994一2000年的发展目标、规模、重点、质量及措施作了规定。主要包括以下5个方面:①中国竞技体育面临的形势和任务。②《奥运争光计划》的目标。包括体制、机制目标、基础实力目标和实力表现目标。③实施《奥运争光计划》的指导原则。主体原则就是在实行统筹规划、综合治理的基础上，使优势项目得以巩固提高，潜优势项目有所加强，薄弱环节有所突破，落后地区有所发展。④实施《奥运争光计划》的主要措施。包括调整奥林匹克运动项目发展的总体布局;建立集中与分散相结合，多强对抗的国家队体制;加强科学训练，向管理和科技要成绩培养、造就一支高水平的教练员队伍;实施2000年后备人才工程;建立效益投资体系;充分发挥竞赛的杠杆作用;扩大开放，加强国际交往普及和宣传奥林匹克精神，扩大竞技体育的社会影响。⑤实施《奥运争光计划》的步骤和方法。主要根据纲要规定的任务、目标、原则和措施，以奥运会周期界定发展阶段和方法。其中夏季奥运会项目分为1996年、2000年两个阶段;冬季奥运会项目可按1998年和2002年划分阶段，并在所划分的阶段内按步骤实施。 由于《奥运争光计划》是一项系统工程，是由其内部相互联系、相互作用的若干要素按一定方式组成的统一体，因此，该纲要十分强调实施过程中工作的整体性。它为圆满完成7年中的奥运争光计划和发展目标提供了有力的保障。
