Through a study of the available historical documents and an analysis of the Yongchang Road and the Rinan Road which the envoys of the Shan State took, the author has reached the following conclusion that the Shan State was a small or medium-size state in the Tianzhu Kingdom on the Indian Subcontinent.

汉代西南方的一个民族。和帝永元九年（公元97），其王雍由调遣使朝汉,奉献珍宝；和帝授予金印紫绶,小君长皆加赐印绶、钱帛。安帝永宁元年(120),雍由调又遣使朝贺，献乐及海西（即大秦）幻人，幻人能变化吐火、自缚自解，易牛马头，又善跳丸。次年元会，安帝于宫中演奏其乐,并授雍由调"汉大都尉",赐印绶、金银、彩缯等。据《后汉书·南蛮西南夷列传》，"掸国西南通大秦"。一般认为掸国在今缅甸北境。
