南美洲独立战争将领,玻利维亚共和国总统(1829～1839)。1792年生于的的喀喀湖畔瓦里纳镇。1809年参加西班牙殖民军。1820年在秘鲁加入J.de圣马丁统率的爱国武装，投身南美独立战争。1824年参加胡宁战役和阿亚库乔战役。1826～1827年任秘鲁总统。1828年8月,玻利维亚议会推选他为玻利维亚总统，翌年就任。他整顿财政，鼓励外资，促进制造业和农牧业的发展。1831年制定新宪法，废除总统终身制，确定"三权分立"；成立各种立法委员会，先后制订民法、刑法、诉讼法、贸易法、矿业法等法规；创办高等学院和公共图书馆。他强迫玻利维亚与秘鲁结盟，1836年成立"秘鲁－玻利维亚联邦"，自任联邦的"保护者"，但招致国内外反对。同年11月，智利向联邦宣战。1839年1月20日,联邦军在永盖被智利打败，联邦瓦解，桑塔·克鲁斯出逃。1865年病死在法国圣纳泽尔。
