表征具有不同作用范围的规律的范畴。凡规律都具有普遍性，但其普遍性程度或作用范围有所不同，可将规律划分为一般规律和特殊规律。一般规律亦称普遍规律,是指同一类事物共有的规律；特殊规律与之相对,是指该类事物中某种事物所特有的规律。
一般规律和特殊规律之间的界限是相对的。由于客观事物的范围极其广大和发展的无限性，所以在一定场合为一般规律,而在另一场合又可能表现为特殊规律;反之亦然。一般规律和特殊规律之间虽然有差别，但它们又是互相联系的。这表现在一般规律不能脱离特殊规律而存在,同一事物的存在和发展既受普遍规律的制约,同时也受特殊规律的制约。因此，要预见某一事物的发展趋势，不仅要揭示同类事物的普遍规律，尤其要揭示它的特殊规律，即从一般规律和特殊规律的辩证统一来把握事物，使普遍真理同具体实际相结合。
