In order to make the 《International Regulations for Preventing Collision at Sea 1972》 suitable to the development of navigation science and technology it is being discussed about how to amend the “International Regulations” in the international navigation society.
为了使《1972年国际海上避碰规则》适应航海科学与技术的迅速发展,目前国际航海界正在讨论国际海上避碰规则的修改问题,笔者根据从事船舶避碰教学和研究的体会,对避碰规则的修改提出了具体建议。
补充资料：潘梓年（1893～1972）
中国报刊主编、哲学家。江苏宜兴人。1893年1月11日生。早年从事教育工作。在五四运动影响下，积极参加革命活动。1927年在上海加入中国共产党。在党领导的进步组织上海文化工作委员会和互济总会工作，主编过《北新》、《洪荒》等进步刊物和中共江苏省委主办的《真话报》，担任过上海艺术大学教授、华南大学教务长。1933年5月在上海被国民党当局逮捕。1937年6月获释。抗日战争爆发后,在南京筹办《新华日报》和《群众》周刊,1938年1月《新华日报》在武汉创刊(后迁重庆),任社长10年。抗战胜利后，曾赴上海筹办《新华日报》总馆。1947年2月，重庆新华日报社遭国民党当局迫害时，曾在吴玉章领导下带领全社工作人员坚决斗争。同年回到延安，任中共中央城市工作部研究室主任。1948年12月任中原大学校长。1949年5月任中南军政委员会副主任兼教育部部长等职。1954年任中国科学院哲学社会科学部副主任兼哲学研究所所长、《哲学研究》编委会召集人。"文化大革命"中于1972年4月10日病逝。著有《逻辑与逻辑学》、《文学概论》、《辩证法是哲学的核心》等书。
