清代旧地名。原名伊西洱库尔。因其南有伊西洱库尔淖尔（又名叶什勒池）而得名。该地原是清朝西布鲁特（柯尔克孜族）的游牧地，牧者夏聚秋散，北有小径通安集延，西限大岭，逾岭而南，则拔达克山境。乾隆二十四年(1759)，清军平定大小和卓之乱后，制乾隆御碑（又称乾隆纪功碑）立于伊西洱库尔淖尔北十里的伊西洱库尔，即叶什勒库勒。乾隆御碑处后又称苏满，今名苏满塔什。光绪十年(1884)，中俄签订《续勘喀什噶尔界约》,自乌孜别里山口起,"俄国界线转向西南，中国界线一直向南"。1889年，于乾隆御碑处设苏满营卡。1892年，俄国侵吞帕米尔，清政府被迫撤去苏满等营卡。叶什勒库勒等地遂为俄国占领。
