| 中央银行 central bank 一国银行体系中居于领导地位、负责制定和执行国家货币信用政策、代表国家实施金融管理和监督、控制与调节货币流通和信用活动的金融中心机构。中央银行的特殊职能是：独占货币发行权；制定和执行国家的金融政策，代理国库、代国家发行公债券，并对国家提供贷款；集中商业银行的存款准备金，并对它们提供信贷，通过有效手段调节货币供应量；管理国家外汇和黄金。一般来说，中央银行不对企业和个人办理银行业务，只对国家和金融机构办理业务。所以，中央银行是发行银行、银行的银行、国家银行。中央银行形成的途径，一个是由商业银行发展而来；另一个是由政府创办。最早执行中央银行职能的是1844年改组的英格兰银行。中央银行的组织形式有4种 ，即国家资本银行 、私人股份银行、国家与私人资本合营的银行、由会员银行集资组成的银行。中国的中央银行是中国人民银行。 |
