自90年代末以来,政府越来越依赖财政稳定政策调控国内经济,但在经济日益融入全球化的进程中,—系列牵制因素将逐步而有力地削弱财政稳定政策的自主性和有效性,导致政策效果捉摸不定。

又称内在稳定器，指在国民经济中无需经常变动政府政策而有助于经济自动趋向稳定的因素。例如，一些财政支出和税收制度就具有某种自动调整经济的灵活性，可以自动配合需求管理，减缓总需求的摇摆性，从而有助于经济的稳定。在社会经济生活中，通常具有内在稳定器作用的因素主要包括：个人和公司所得税、失业补助和其他福利转移支付、农产品维持价格，以及公司储蓄和家庭储蓄等。例如萧条时期，个人收入和公司利润减少，政府所得税收入自动减少，从而相应增加了消费和投资；同时，随着失业人数的增加，政府失业救济金和各种福利支出必然要增加，又将刺激个人消费和促进投资。但是，内在稳定器的作用是有限的。它只能配合需求管理来稳定经济，而本身不足以完全维持经济的稳定；它只能缓和或减轻经济衰退或通货膨胀的程度，而不能改变它们的总趋势。因此，还必须采用更有力的财政政策措施。
