在社会主义时期，中国对农产品采取的协商性的收购形式。合同制收购是指对供求关系正常、价格比较稳定的重要的农产品在国家计划的指导下和经济杠杆的调节下，由商业企业结合市场供求的变化和自身经营的需要,在产销协商的基础上,通过合同方式向生产者组织收购。议购是指对生产零星分散，产销、供求变化较大的次要农副产品，由产销双方自由协商议定购销数量和价格的收购形式。合同制收购，购销双方要签订合同；议购则有的签订合同，有的不签订合同而实行现购。绝大部分农产品是集体所有或个人所有的产品，国家或国营商业、供销合作社商业在收购时采取自愿让渡、等价交换，即自愿两利的原则，在协商的基础上进行。在农产品生产以前，按照计划的要求和市场的需要与生产者协商订立收购合同，可以保证商业部门掌握必要的商品货源；可以把国家的计划和市场的需要与农业生产因地制宜地结合起来，有效地指导生产，引导生产适应社会需要；可以保证收购量不致于超过农民的负担能力，兼顾国家和农民两方的利益；可以有目的地扶植生产，如在合同中承担支付预购定金、供应急需的农业生产资料和提供技术援助等。
