Based on the introduction of the relative concept and approach of production theory, an analysis on the process of promoting the development ability of higher learning institutions was made, and a descriptive framework of the service production theory concerning the features of educational system built up.

In the post-industrial society,the deepening of labor division and the change of product value chain have continuously reduced the added value in the link of manufacturing,which forces manufacturing enterprises in developed countries to transfer their manufacturing and processing practices to foreign countries,thereby realizing the transformation from manufacturing to producer services.
