| 救灾 disaster relief 国家和社会为防止和挽救自然灾害对人类社会造成的损失所进行的活动。广义包括防灾、抗灾、救灾；狭义主要指灾害发生后的抢救、补救、救助。世界上很多国家都根据本国经济 、社会 、自然条件等特点 ，采取防灾和救灾措施，主要有：①立法。通常由国会和政府制定，由有关机构实施。②保险。许多国家都举办农作物保险 。美国于 1980年颁布了《联邦农作物保险法》，对46种主要农作物的自然灾害实施自愿保险。③重视民间团体的作用。各国的红十字会或红新月会及其国际联合会棗红十字会与红新月协会，都是救灾工作的协调机构。 在中国，国家对救灾工作实行统一领导，有计划、有步骤地部署防灾、抗灾和救护工作。其特点有：①以积极救灾的治本政策为基点，提高防灾能力；加强水利建设，控制洪灾。②发挥集中统一的优势，调动全民抗灾。③国家、社会和灾民三结合，共同努力救灾。救灾工作的方针是：“依靠群众，依靠集体，生产自救，互助互济，辅之以国家必要的救济和扶持。”救灾的形式，主要是以生产自救为核心，自力更生，发展生产，尽量减轻和弥补损失；动员社会力量，做到一方受灾，八方支援；根据专款专用、重点使用的原则发放救灾款。80年代以后，国家有计划、有步骤地改革救灾办法，如在农村建立救灾互助储金会等。 |
