20世纪30年代中国乡村建设运动中最有影响的组织机构之一。1931年中国学者梁漱溟创办于山东邹平。该院在邹平设"实验县"，后又在菏泽、济宁设"实验区"，具体实践梁漱溟的乡村建设理论。梁漱溟认为,"中国建设必走乡村建设之路，必走振兴农业以引发工业之路"。该院分为乡村建设研究部、乡村服务人员训练部及乡村建设实验区三个部分。研究部招收大学或大专毕业生，两年毕业后分配到实验区(实验县)任职。服务人员训练部,招收中等文化程度的学生,训练服务工作人员。而实验区则管理县政。具体措施是建立以"乡农学校"为核心的"行政教育合一"的乡村基层组织，普遍推行"新乡约"。在经济上试图建立社会化的新经济结构，实行"合作经济"，推广农业科学技术。目的在于从社会的最基层入手，建立一个以中国固有精神为主、吸收西方文化长处的新的社会组织，以解决中国的社会问题。该院因1937年抗日战争爆发而停办。
