In the advisory council they put forward their bills which characterized as modern democratic constitutional government in the two annual meetings and fought against Qing dynasty for constitutional government, which played an active part in spreading modern democracy and thought of constitutional government, enlightening people’s wits, impelling late Qing dyna.

清政府预备立宪时设立的中央咨议机关。1910年开院，议员由清政府指派和各省咨议局推选，多为皇亲贵族和官绅。议决事项须经皇帝批准始有效。貌似资产阶级议会，实为清政府御用机关。清帝退位后解散。
