In the basic point of political-ideology work for contemporary university students the three aspects should be upheld:be sure to equipped university students with scientific and advanced social-politics belief,be sure to provide them with definite and strong sense of social responsibility,be sure to offer them with complete and moral outlook of social interest.

To this point,we can find a solution from the four aspects,including the community,schools,families and individual students to cultivate and improve their sense of social responsibility.

The classroom is an important position where college students\' sense of social responsibility is cultivated.

These problems are caused by the weak moral and responsibility education,the poor education of observing laws and disciplines,blunted conscious- ness of being a talent and deficient education of life mission.

The theory basis,solutions and characteristics of responsibility education towards college students in the western developed countries are discussed.

The contents of civic duty sense education consist of four parts: sense of political duty,sense of social duty,sense of public responsibility and sense of individual duty,which are important qualities for college students to promote national development,national rejuvenation and social development.
