The author thinks that the progress of labor division can be divided into three stages, and defines these new phenomena about division of labor as new regional industrial division.

Accordance with the "diverging phenomenon",which is the fact that specialization coefficient of major farm products is diverging from its comparative(or absolute)advantage coefficient, the concept of the sustainable development of agricultural regional division was posed out and its mechanism was analyzed also.
