四方井近代历史街区(主要包括四方井、三元街、鞍子坝三个居住片区)位于万州主城区内,毗邻万州港客运中心,紧靠万州主城北滨大道,在历史上一度呈现出商贾云集的繁华集市。

| 章惇（1035～1105） 中国北宋改革家。字子厚。建州浦城（今属福建）人。举进士第。神宗熙宁初王安石变法，章惇任编修三司条例官。熙宁五年（1072）至七年，为荆湖路察访，籍户搜田，贷给牛种，设立郡县，妥善地调整了宋廷与该地区少数民族的关系。熙宁七年至八年，任三司使，是新法派中的重要人物。哲宗即位，章惇任知枢密院事，时高太后垂帘听政，以司马光为门下侍郎、宰相，全部罢废新法，章惇上疏，驳斥司马光对免役法的攻击，并同司马光在帘前争论。后守旧派利用台谏官对章惇进行攻击，章惇被贬官。绍圣元年（1094）哲宗亲政，章惇以绍述为己任，恢复青苗、免役诸法，并起用新法派的蔡卞、曾布等人，使部分新法得以继续推行。他力主对西夏作战，筑堡开边，取得胜利。任相期间，不肯以官爵私所亲，为世所称。哲宗死后，向太后主张立端王（即徽宗赵佶），章惇认为赵佶轻佻，不可以君天下。赵佶即位后，章惇连遭贬逐，最后死于睦州（今浙江建德东）。 |
