| 全球战略 global strategy 美国为争夺世界霸权而提出的战略。在第二次世界大战中，美国的政治、经济、军事实力发展很快，又垄断着原子武器，因而提出称霸世界的全球战略。1947年3月12日提出的杜鲁门主义就是其突出表现。全球战略要求推行实力政策，主张帝国主义国家联合起来，向社会主义国家发动一场全球战争。尼克松政府确定了全球战略计划的4项原则：①遇到战略核战争依靠美国的核力量。②遇到战区核战争由美国承担主要责任，英国等承担部分责任。③战区常规战的任务由美国和盟国部队分担。④对次战区或地区性战争，由当事国和盟国承担主要责任，美国提供一定援助。几十年来，全球战略始终是贯穿美国对外政策的中心。 |
